We were informed that the scaffolding would be up & down by now.
One could be forgiven for thinking is the contractor fit for the purpose of this contract ?. This is a question that each individual may wish to ask them self's. They then may wish to make representation to the appropriate public organisation. This work is a charge on the rent we pay and we have every right to question this vexing issue.
