East Renfrewshire  Council  ( E R)are embarking on changing the refuge collection policy . It is proposed to change from uplift every two  week to every three weeks .I understand that it is hopped to encourage people to recycle more. But will people do so ?.
     

Or will people just dump more anywhere ?.
